I would like to take the opportunity to express my special thanks to you, Mr. Secretary of State, for your kindness. At the same time, however, I would like to inform myself that I do not intend to use this amount for my person, but that these funds will be used by me for money expenditures which were problematic with the normal disposition fund. It has been shown to me a great service by the fact of being free to dispose of certain amounts. However, at the end of each quarter, I intend to present to you, Mr. Secretary of State, a settlement of these posts and gave my personal adviser the task immediately upon receipt of the order.
