Obersturmbannführer Bischer acknowledged that this approach according to its purpose and the explanation given in the budget cannot be used for the purchase of the building for the Reichsinstitut in Haustka. Other funds are not available in the EU budget, since the withdrawal from the People's Fund, whose purpose should not be the same, because the acquisition of the building would only have a very indirect effect on the promotion of the people, might perhaps be the political means of the Minister of State.
