English Translation
2 It is apparent from English statements that their reports on the plants are better and more accurate than any official technical commission can provide. In this situation it is urgently necessary that the military surveillance service pay particular attention to these pests. The surveillance at stations, on platforms and in trains has been repeatedly described as so deficient in this context that it is easy to smuggle workers through without valid ID cards and exchange checked persons for unchecked persons. After this, it is of particular importance to seek everything to overcome these difficulties, both in the war and in the railway investigation, as well as above all in the constant surveillance."
