The control systems, systems and individual organs, which operate in the field of nutrition and the economy several times side-by-side and interlocked, have, despite their many activities, not been able to ensure an even supply of the population and to give the various saboteurs the required stop. On the contrary, I must say that this control has so far failed completely. A mammal-like recording and checking of the harvest results and livestock stocks of the farmer, as well as of the vegetable and animal products in general, have raised an insignificant trade in seismic products which, at exorbitantly high prices and dizzying profits, with which the imposed relatively few penalties fall completely ineffectively, gives only a small population group and thus considerably exacerbates the shortage in the general public. The unsustainable effects of these conditions on the population at least requires an immediate and radical elimination of these ills. I have therefore entrusted the Minister of the Interior with the task of setting up and carrying out monitoring, which, outside and through the existing technical control of the various departments, not only ensures the strict compliance with the rules of the war economy with regard to producers, distributors and consumers, but also detects and eliminates the flaws and failures which have unfortunately also occurred in the organisations and associations responsible for the management of these commodities.
