- 2 - None of these associations covers all farmers and farmers, not even in the corresponding sub-areas; only the regional cultural councils as public bodies can speak with their top organization, which is called the Permanent Delegation of the Land Cultural Councils, on behalf of the whole of agriculture and peasantry. The Regional Cultural Council is also the oldest agricultural and rural self-government organisation in Bohemia and Moravia. The chair of the Permanent Delegation is the chairman of the Regional Cultural Committee for Bohemia Adolf Hrubý. The basis of the self-administration of the regional cultural councils is the delegates' meeting. Until about two years ago, all local agricultural associations in each court district elected a district delegate who then represented the district in the delegates' meeting. Local associations, which had to elect the district delegate, were different in nature, originally only according to technical aspects, later also according to political aspects. It was the agricultural associations par excellence (hospodářské spolky), the local associations of animals (chovatelská sdruženi), then the local small houses (domoviny) - social democratic - and the T a (otčiny). The right to vote of these associations in the delegates' meeting was governed by the statute of the Regional Cultural Council. In the last years of the former republic elections were no longer called out. Only since about 1939 the delegates are no longer elected according to the old electoral statute, but appointed by the Ministry of Agriculture. The political composition of the Assembly of Delegates had its basis in the political structure of the mentioned genera of electoral local associations, i.e. majority Czech-Agrarian, then Social Democratic and Catholic. Since the appointment of the delegates by the Ministry of Agriculture, the authoritarian leadership of the Land Cultural Council may not have changed much in this political structure of the Assembly of Delegates.The picture may have shifted somewhat in favour of the Czech agrarians.
