In response to your letter of 18/6.194 which I received from the Minister of the Interior, Major Hartel, Adjutant of the Minister, and in which I am referred to the floods of the vegetable gardens of Adalbert Špetta located on the Ritschan stream, I am sending you a copy of the report requested by the municipal business office on behalf of Mr Primator's deputy. It is clear from this report that the city of Prague has no fault in the rightly reprimanded state of affairs, since it has been trying for years to remedy these shortcomings, unfortunately in vain. The regulation of the Ritschan stream, as it is a public river, is not a matter for the municipality of Prague, but for the municipalities of Gross-Dubetsch and Unter-Pochernitz, and for the competent district authority of Prague-Land. Mr Primator's deputy, therefore, has asked the business office to agree without delay with the water cooperative established for the implementation of meliorations in the municipality of Unter-Potschernitz and the surrounding area in order to submit an application for the initiation of the water law procedure for the execution of the desired regulation.
