It is not the only way of achieving this objective, but it is also the way in which the European Union has become a major player in the process of economic and monetary union. Therefore, on 28 October 1988, the then Minister for Public Works of the former Czechoslovak Republic, General Hu-sárek, issued a government decree authorising the funds for the preparatory work for the construction of this road from Prague to the Romanian border. This decision was also supported by the efforts of a large number of unemployed people to obtain work, so that they no longer had to be paid the unproductive unemployment benefit, from which several billion Kč were paid up to that time.
