Af 40 Excessively difficult to exchange andrepresent among employees.It is imperative to move from individual to family care.This would be achieved by forming individual urban districts, which would be responsible for all types of care within their territory.Within the individual department,the employees would have to be allocated parts of the district to a extent which would enable them to deal with all the care gaps of their profession. Decisions on the costly support,the cases of continuous care,should not be the responsibility of the primator,but of the department.However, such a shift of responsibility would be conditional on the directives and guidelines which have been required to date for the management and assessment of care. The new organisational proposal has not yet been put to the desired form of family care, because the staff, according to the official management, must be trained for the first time.The business distribution, which has so far been heavily divided into groups, is increasingly grouped into a smaller number of sub-divisions, which will facilitate the transition to family care. In the former department I of the Central Welfare Office there is a unit for building technical matters, through which smaller repairers are carried out with the help of their own forces, using care workers at the building of the central welfare office and at buildings of the welfare institutions. Buildings should in principle be provided by the building office for economic reasons.The welfare workers can be used elsewhere at any time.In the new organization, this task is therefore no longer provided for the central welfare office. In the so-called social counselling centre, the survey service to be carried out by carers and the homeless care is summarised.
