154 8 The branches have to participate in the establishment and management of the so-called sabotage guards. This is a temporary task of war, for which no posts are provided for service personnel. If the existing forces and additions from other departments are not sufficient, it is necessary to help with contract staff. The previous staff level has experienced a strong increase in numbers by delivery agents and index and protocol operators. The activities of the delivery agents are difficult to control. Not urgent delivery should be handed over to the post office for promotion in the future. Also the protocol and index management, through which all incoming and outgoing documents are listed, binds disproportionately much forces and is for the most part unnecessary with orderly management. It should be limited to important files. The establishment plan at any rate only provides for forces which are necessary for a considerably simplified procedure. For the same reasons as for the above-mentioned office, no special staff shall be provided for the forces involved in the duties of the branches in the field of price and commission section, which, as with the Food and Business Office, are composed of employed officials and employees of other urban services, of protectorate authorities, as well as of pensioners and contract workers. Although the functions of the branches have been greatly reduced by size and importance, their management requires experienced and mature officials. Depending on the size and specificities of the individual districts, the head of the branch appears to have a position in grade A 2 d , A 3 b or A 4 bl appropriate. The size and other remarkable characteristics of the individual districts are briefly noted in these.
