In the proposal for a post in Vienna, 548 doctors are included in a total of 552 employees of the higher service, while in Prague there are only 65 employees of this type. This is mainly due to the higher percentage of the senior service in Vienna. IV. Before the introduction of the new establishment plan, various transfer provisions are required. In particular, it will be necessary to determine that the corresponding German regulations are to be applied mutatis mutandis. It should also be noted that the general introduction of the new establishment plan should be preceded by the implementation of the reorganisation, because the posts are provided for each institution and should first be determined which of the posts should be held by the individual staff in the future.Each case would not be appropriate to remove the binding of the individual posts from a particular department and thus gradually fall back into the non-divisional global system. As a general rule, there will be the allocation of posts corresponding to their previous activities to the individual staff; if the staff were to continue to be paid according to the same system, the transfer ratio would be fairly simple. However, the Prague pay system is fundamentally different from the German system, both in the division of the staff and in the level of the remuneration, after all, comparable groups can be compared for the higher, higher, middle and simple service.
