The individual departments (administrations ) show strong differences according to size and importance of the task circle. Accordingly, the posts of the departments were also to be evaluated differently. The same applies to the departments. For the heads of the Office, it was nevertheless possible to lay down the principle that the head of the most important posts should be classified in grade A l b, the middle grade A 2 b and the lower grade A2 c l and 2. In the case of the heads of departments and sub-divisions, the scope of tasks and responsibility are so wide-ranging that it was impossible to proceed with their classification according to equally generally valid principles. Their posts had to be evaluated and classified in individual cases. The heads of departments were eligible for higher and senior posts. For the heads of sub-divisions, posts of higher and intermediate posts were usually to be provided for, in part, those of higher or intermediate posts. Equally different categories of staff were to be classified according to the importance of their duties. In principle, for law firms and computing and for simple technical work, only middle and simple service posts were provided: stenotypers were generally classified in TOA VIII, typists who do not master the German stenography in TOa IX and X. For a small number of stenotypical women on particularly important posts, TOA VII was provided. There is reason to point out that it would be useful to set up at the main office a writing room in which, under the guidance of a capable and pedagogically gifted force, teachers are trained to be capable stenotypists and educated for punctual work: in the city administration, the report of the municipal examination office with the Minister of the Interior of the Reich, cited above, is a comprehensive index which is largely unnecessary.
