116 1 REPORT on the establishment plan proposal for the City of Prague I. In its report on the review of the Prague City Council of 30 April 19941 the Municipal Audit Office of the Reich Minister of the Interior gave an opinion on the staff management of the City Administration, mainly on the level of staffing, personnel costs and the structure of the personnel body. This report is referred to, since it is still valid in the essential respects of the present situation: it should be stressed from the above report that the Prague City Council has a set of posts approved by the supervisory authority, which only includes those for the city administration in the narrow sense. The economic enterprises with the exception of the waterworks of the city are not included in it. The waterworks are understood because they were formerly incorporated into the central administration. Since the accounting year 1994l they are united with the other utilities of the town in the unitary own enterprise "Stadtwerke Prag ". The social structures are included in the establishment plan, with the exception of the Bulowka City Hospital, which has been declared an independent public institution. • The establishment plan is not drawn up to meet the needs of individual departments but to cover the overall needs of the administration as described above; the so-called global system exists.
