The general promotion of housing and construction, the maintenance and administration of urban residential buildings involved the Department of Housing Services, the Business Office, the Construction Offices, Divisions 7, 8,9,ll, 15 and l6, the Magistrate Services VIII - XIX, the Finance Department and the Control Office. In order to meet the large and important tasks that the city has to cope with in the large-scale and urgent need for housing in an economic way, all tasks related to urban and settlement were combined on l.l.942 in a department "Group of Housing" . For this purpose a " Apartment and Settlement Office " is now provided. The urban ownership of residential buildings is considerable. The city will have to provide for new housing in a comprehensive way in order to combat the oppressive housing shortage on the way of settlement construction. It is known that numerous tenants of urban dwellings are constantly trying to reduce rent rates and are casual in the fulfilment of their duties. It will therefore be considered whether a settlement society in which the city has the absolute majority would not be more favourable to housing and housing construction and could make more economic use of the urban housing which is to be incorporated into such a society.
