English Translation
The tasks of urban construction must be combined as far as possible in order to achieve a more efficient use of the labour force and of cost savings. An exception can be recognized for the tense housing structures in Prague, the need to concentrate special forces on housing and for the large extent that this task will assume in the return of normal living conditions, for the construction and maintenance of housing and settlement buildings. The previous group of housing is therefore to be converted into an independent housing and settlement office. Furthermore, it is necessary to leave a special building service for the municipal church and patronage buildings with regard to the specificity of the task and the combination of the cost payment with the church administration. This, however, should not remain as a self-employed building office, but rather as a department in the church and cemetery office and be subject to the technical supervision of the building authority. All other technical, legal and administrative tasks of the urban building construction system are to be united in a "construction office". The mechanical engineering department, which previously exists as Department of Construction Division I5, is to be admitted to the building construction department as Department and the mechanical engineering division to the Department of Business Enterprises in this department.
