The Planning Commission, established by the Government Decree of 25 January 1940, has to draw up principles for uniform and organic spatial development for the capital of Prague and the surrounding area, in accordance with the Government Order of 20 July 1940. The design of the land use plan, which will identify the required areas for the different needs and will be dedicated to their specific purposes, and the establishment of the development plans, which must include borderline and structure plans, may be left to the planning commission to its own place. The city council will have to try to gain decisive influence on the design of the new urban development plan. To this end, it will need to participate in the preparation of the land use plan by submitting its own drafts and to strive for the responsibility for the development of the development plans. An initial cooperation with the Planning Commission will have to be ensured by ensuring that the entire traffic between the planning commission and the city administration is carried out by a department. An economic, technical and artistic service must be available for the above tasks. To this end, the regulatory office will be expanded to become an urban planning office.
