The necessary measures are already prepared so that the offices can probably be established in the course of 1943. 37 construction and works offices are planned to be developed from the former railway maintenance sections, 16 machine offices, which will be based on the previous heating house lines, and 12 traffic offices, all newly created. The size of the districts will largely correspond to that of the Reichsbahnamt. Only after this restructuring of the entire administrative organisation will it be possible to delimit the responsibilities of the various bodies in such a way that the current strong centralisation of the railway Directorates and the Ministry of Transport and Technology will be eliminated, and it will only then be possible for the question of reducing the existing number of five railway directives to be approached. Independently of this, however, a considerable shift of tasks from the Ministry to the iron and steel direction has already begun. In addition to the duties of sovereignty and supervision as the main area, the Ministry of Transport should in principle retain only those transactions which, by their nature, require top-level management by the Directorate-General. In part, the gradation of responsibilities also results from the introduction of the material service regulations of the Deutsche Reichsbahn for the individual pach areas, which is continuously being driven forward. All measures, which primarily aim at simplifying and speeding up the business process and, in connection with this, also at saving personnel for administrative work, always serve at the end only one goal; to consolidate the protectorate railways in their readiness and impact in such a way that they are able to meet the high requirements which must be placed on them in the large German transport area and not least because of the close contact with the Deutsche Reichsbahn, now and in the future !
