Department I Prague, 17 December 1942 R/K Subject: Question to the Council of the Supreme Government Stumm on current affairs V_er_m_e_f_k The wishes we have expressed in recent weeks have been discussed in the last few days with all the relevant departments of the Ministry of the Interior of the Reich with State Secretary Stuckart. In detail : 1.) Our organizational principle for the State Authority is generally recognized, including the classification of the state vice-presidents as prime ministers. However, this latter problem is not described as acute at the moment. The head of government for the state authorities (A 1 a posts) is granted. 2.) The Ministry of the Interior is in principle prepared to participate in our wishes for the transfer of the autonomous officials into the Reich official relationship. In the near future, the responsible Ministerial Conductor Bommel, whom I recently referred to again in the private sector, will be asking some questions about the training of local officials, as he is aware that, especially in the municipal service, a large number of factors have been taken into account. Since in the first step we can only approach the protectorate staff and staff of the higher municipal associations (countries, at most districts), this is not a major concern at the moment. With the Reichsfinanzministerium the Reich Ministry of the Interior has not yet made contact, since it has only now finally clarified its own opinion. I intend to be interested in the personal speakers of the Secretary of State Reinhard and group leader of the Party Chancellery, Ministerial Councillor Gündel. 3.) 262
