Since my first meeting with you and Mr Reichsleiter Bormann has now passed four months, I am unfortunately unable to wait any longer in the matter. The factual necessity to carry out the improvement of the autonomous pay relations does not allow a day to be postponed. Any further delay would lead to a serious political burden, which was not related to any technical concerns of the Reich's departments. I am not able to accept this responsibility. I have therefore decided to publish the improvement of the autonomous working conditions in the form I have planned and to have them carried out before Christmas. I hope that you will have an understanding of my difficult situation and of my desire not to give propaganda material to the other side.
