The result of this - at that time also regarded by you as unfavorable - is that, notwithstanding the urgency, the situation is in the state of preliminary investigations after four months, although, on the other hand, I do not wish to have the documents prepared for a substantive meeting at the Reichskanzlei in the extent to which they were obtained by letter dated 27 May 1980. It is a question of ensuring that an essential factor in public life, that is, the autonomous civil service, is finally given the basis for existence, the existence of which makes it possible for me to make this crucial group in the coming months, which may also cause difficult conditions for Bohemia and Moravia, a complete and voluntary commitment in the sense of the Reich policy.
