I would like to thank the rapporteur for his excellent report, and I would also like to congratulate him on his excellent work. The result of this - at that time also regarded by you as unfavorable - is that, notwithstanding the urgency, the situation is at the stage of preliminary investigation after four months' notice, although I, for my part, wish to prepare the documents for a substantive meeting at the Reichskanzlei on the basis of the letter dated 27 October 1980. At present - in order to identify the situation more closely - there are some Councillors of the Ministry of Finance of the Reich in Prague to get an overview of the local documents; the documents transmitted to the Minister of Finance for the Pinanzes have been burned. In the case of the continuation of the previous method of processing, it is perhaps to be expected that next spring there will be clarity on the two sides of the coin, and I cannot agree with this approach, and the improvement of autonomous pay conditions is a burning political process. It is a question of ensuring that an essential pactor of public life, namely the autonomous civil service, is finally given the basis for existence, the existence of which makes it possible for me to make this crucial group in the coming months, which may also cause difficult conditions for Bohemia and Moravia, a complete and voluntary commitment in the sense of the Reich policy. It is important that not only the autonomous civil servants, but also the wider Czech public have been expecting for some time now to remedy this social emergency and put a heavy burden on any delay in the German leadership.
