In the first place, it is important to point to the shift that your department wishes to make, to a lesser extent, to the consequences of the air raids on Berlin. With reference to repeated orders from the Führer, I should like to conclude by saying that in all parts of the Great German Reich the participation of the technical departments in questions of a fundamental nature is indispensable if this can affect the interests of the whole Reich. I should therefore like to ask that, in future, on questions of fundamental importance, the Reich's departments concerned should be informed in sufficient time of the measures envisaged, so that a substantive discussion can be undertaken and, if necessary, a vote on the regulation to be taken on the interests of the Reich.
