141a _4 of the economic situation of the Czech staff is granted a benefit. German autonomous staff, on the other hand, continue to receive their compensation allowance, since they cannot be treated differently (apart from the protectorate allowance) by the Reich officials, which corresponds to the current state and does not mean anything new for the Czechs. In the final result, the Czech staff are thus better materially and everything remains the same. 2.) In the other case, however, only Reich officials and autonomous Czech staff would face each other. For the latter, a new salary would be created, also formally, by setting up a new remuneration system, which would mean virtually a downskilling of the Czech staff and which does not generally apply to all Germans and Czechs working in the autonomous administration, but only to the Czechs. This downskill, which would be fixed for the future, will primarily be seen by them, which is likely to greatly affect their enjoyment of the increase in their income, so that the intention of the pay reform, namely the increase of the joy of work, must be called into question.
