The new pay table now aspired to by -Obersturmbannführer Reischauer means in reality a strong alignment with the view previously expressed by the SD-LA Prague, because originally it intended a pay reform (new pay regulation together with new systemization and classification); see e.g. his report on the mission Berlin 23.-24.2.43 of 25.2.43:"The main features of the planned Czech retirement reform and the decision of the group leader to carry it forward as important as war were discussed with State Secretary Stuckart and State Secretary Kritzinger," he wrote to the Head of Department V of l7.3.43 regarding invitation to the meeting held on 23.3.43: "The question of the pay reform for the autonomous officials was discussed in Berlin recently in principle with the responsible gentlemen of the Reichsfinanzministerium as well as the State Secretarys Stuckart and Kritzinger. I should like to draw attention to the excerpt of my report, which has now been prepared for the new regulation so far that the proposals for systemisation by the national authorities and subsequently the establishment plan proposals of some sample district authorities will soon be available. In this way, the most important documents for the planned debate with the Berlin Reichsministerien are created, which can then immediately follow the implementation of the new regulation." This plan was also represented by Jj-Obersturmbannführer Reischauer in the meeting held on 23.3.19943, and against this intended extensive pay reform the main concerns were expressed: See report III A SA 169/l of 25.3.43 secret to group leader K.H.Frank:"At the meeting, the plan was set up to create a new salary regulation for the autonomous service with new systemization of the posts and then to reclassify the autonomous Czech staff according to political recruitment and work performance. As far as possible, the higher administrative posts should be occupied only little with Czechs and, in addition, in the result, the classification should be lower than for corresponding officials of German nationality in the same field of activity, in order to encourage the Czechs to become Germans by the worse classification and the result pay, and to create better income and livelihood opportunities. The plan for a better job in the form of a benefit supplement was therefore dropped. ........... It is only questionable whether the planned path does not cover the objective, which was also set out, of creating a material improvement in relation to the current income ratios, and only that of the Czechs.
