The ministry overlooks the fact that the university professor is not only a teacher, but primarily a researcher, so that in times when teaching is weaker, he can turn his powers all the more to research and in today's times, naturally, primarily to war-important research. He is therefore in no way deprived of his work in practice by his appointment to a university. On the contrary, he will be given better opportunities for use by having an institute. However, this is also fully justified by the state resources to be used.
