Oberlandrat F i e c h t n e r asked me, in his capacity as former district leader and old party comrade, to give him an appointment for a debate with the Secretary of State. The Secretary of State has ordered that he should not receive Oberlandrat Fiecht- ner until he had consulted the Under-Secretary of State (the Under-State Secretary) and that he (the Deputy State Secretary) would have presented the outcome of the consultation to him. 2.)
