On 17 February 1940, 37 Minister of State submitted to the Council. In the last Upper Land Council Conference there was talk about the municipal tasks of the Upper Land councils under the perspective that the Higher Land Councils had to exercise the political authority of the municipality and that they had to engage in municipal affairs as far as German matters were concerned. This was explained in detail by the decrees issued in the meantime, and the Upper Land Councils were urged to deal more and more closely with the local authority in every respect. With regard to the relationship between the Higher Land Council and the Government Commissioners, an activity report on the last 3 months is currently being prepared, which will be presented to you on the way to service. On the occasion of a lecture, which I no longer came to, I wanted to speak briefly to Mr. Staatssecretär because of the special order I had received from Sr. Excellency.
