I would like to point out in particular that the duty of the Oberlandrats and party departments to report on the political situation can only cover the substance of the reporter's duties in the normal course of work, and does not presuppose that, by means of intelligence methods, any investigation into the situation in individual areas or the mood of the population, etc. For this activity carried out by the authorities or party departments, there is a lack of suitable staff and, as the experience shows, all other conditions. The adverse consequences are to be seen not only in a threat to the persons involved in this conflict, but above all in the fact that inadequate reports and incorrect occurrences, such as the value judgments which have arisen without knowledge of the actual context, lead to misinformed posts or to incorrect decisions of their own. I would therefore ask you to apply the above-mentioned order of the deputy of the leader and the decree of the Reich Minister of the Interior, in order to remedy any errors which have occurred without delay (such as deepening cooperation) and to establish as much agreement as possible on the actual situation as possible, such as the decisions to be taken.
