At the order of the State Secretary i-Group Leader K.H.Frank, I offer, beginning with the 2l.4.d.J., the holding of all public rallies and general meetings, which were prepared or planned continuously in the context of the movement, and for the duration of a quarter year, i.e. until 20 July the year. Each leader is personally responsible for the exceptional observance of this prohibition. War necessities and the behaviour of some comrades make this rule necessary. Therefore, during this period of inactivity, all care is devoted to the internal expansion and consolidation of the state of organization of the movement, mainly to the revision of the membership registers with regard to registration, membership contracts, etc., up to exemplary order. Vlajka members have often testified their obedience in favorable and unfavorable situations. I am convinced that the Vlajka-discipline strengthens itself even more in this period of rest, which means a limitation of personal traffic also in the comradely community of member gatherings: trusting itself and friends, hard against itself and the enemies in word and deed and also in silence. For the conditions with exclusion of the public and members' assemblies, this fact is observed: the government of 19 January 19942 has the confidence of the Reich's protector. This eliminates the possibility of criticism for us, but at the same time the burden of responsibility towards the people for their progress is taken away from us. Let us remember the words of Dr. Goebbels, Minister of the Reich, to the students of the Front Fighters these days: every great reorganization grows out of the opposition "and let us look at it in accordance with the above, then each of our Kamerades understands the necessity of today's measures. The main correspondence of the movement continues to be sent.Organizational changes, which are mentioned in the main correspondence no.l4 of April 18, the year, remain fully valid.With the content of the correspondence, the leaders, with the help of the other lawyers, make the members of the Movement individually familiar.
