2/ The government committees agree that the so-called "participation question" must be brought to an early conclusion, and to this end they will each appoint a representative. When dealing with the "participation issue", it must be assumed that, in the case of a sale of establishments located in Slovakia or of undertakings located there (or taking part in them) which are resident in the Protectorate, Slovak employment intentions are the priority. The Reichsprotektor will ensure that this principle is observed and will draw attention to the possible acquisition possibilities in good time. In such cases, and even where nationalisation winches are made by Slovakia, the representatives of the government committees referred to in paragraph 1 shall examine the private and economic feasibility of the project. This agreement shall cover all establishments and undertakings of the abovementioned type which have entered into Czech hands as a result of the former Czechoslovak economic policy. Exceptions to this principle shall be proposed to the Government Committees by the representatives referred to in paragraph 1 above. In agreement, it is noted that the discussion of Slovak wishes for nationalization with regard to the war economy during the period of the war does not take place. With regard to those industrial establishments where, in the event of divestment, Slovakia's desire for nationalization is to be recognised, account shall be taken of the personal wishes expressed by the Slovenian Government Committee by making the recruitment and dismissal of senior employees working in Slovakia subject to the approval of the representative of the German Government Committee referred to in paragraph 1. The latter will take its decision in agreement with the representative of the Slovak Government Committee.
