Group I 1 Prague, 29 September 2006 Subject: Czech Labour Service - Study of Racial Composition - Statement on Eliá's draft If, after the meeting of 27 August 19941, a Czech labour service is only intended to enable samples of two years for the purpose of examining the racial composition of the Czech people, the draft regulation submitted by the Prime Minister Eliáš should be noted: In order to carry out the planned samples on a large scale and to be able to be propagandistically subordinated accordingly, a special decree by the Protectorate Government on the general employment service in the proposed form with some changes is required. The regulation must, as far as possible, be drawn up in such a way that the provision for a Czech employment service is also applicable to any subsequent practical attempt, particularly for the purposes of education and for the preparation of the repopulation. Contrary to the Prime Minister's proposal, which appears to be more guided by personal than factual considerations, the Minister for Social and Health Affairs should not be entrusted with the task of carrying out the tasks of a Czech employment service. Apart from the similarity of the division of jurisdiction with the Reichsrechtk of the personality of the Minister of the Interior, the planned purpose of being able to lead the way as quickly as possible also speaks for the appointment of the minister of the interior. In the case of the political authorities from the Ministry of the Interior to the head of the district and the municipal authorities, the necessary experience has been gained in the past for the recording of annual courses for samples, etc.
