Dear comrade Frank ! 120140 laigfig On your letter of 17 January 1940 - St.S.46/40 - I inform you that I too welcome the opportunity offered to the government representatives to get to know the German administration in the Protectorate. However, I do not consider it expedient to determine the authority of the Imperial Protector in Bohemia and Moravia as the training authority in the sense of the Reich training authorities. The conditions and the work of the administrative authorities in the Protectorate are fundamentally different from those in the other Reich territories. I must stress that young people for the higher administrative service are first and foremost familiar with the administration of the rice outside the Protectorate. However, it is quite desirable that he also get to know the way of governance in the Protectorates. In my opinion, however, it is sufficient for the government officers to be assigned for this purpose for some time to the authority of the Reichsprctector or an Oberlandrat. The service in the Protectorate can easily be credited to the training courses at the special administration (3 months) and the state police administration (1 month).
