The current lack of high-ranking officials of German nationality in the Protectorate prompts me to ask you to check whether the establishment of a government department is not worthwhile in the case of the Reich Protector's Ant. The young people for this government lectureship would have to be primarily from those jurists who are great in the Protectorate. In this regard, it would not matter whether the lawyers concerned have completed their university studies in the protectorate or in the Altreich. The establishment of the government secretariat would only mean the appointment of a head of study in terms of personnel and technology, but on the other hand it would have the advantage that, once the lawyers had been involved, the group leaders, senior councils, etc. would have experienced a certain relief from smaller work. The issue of providing entertainment grants to lawyers should be resolved.
