In the case of these orders, the attempt has been made repeatedly to give these "commissioned officers" an independent organizational position vis-à-vis the Oberland Councils: according to the construction decree of the Führer and Reich Chancellor in preparation, the Oberlandsrat is the subordinate authority of the Reichsprotektor for all branches of administration taken over in the Protectorate area in the Reich's own administration - with the exception of the Wehrmacht, Reichsarbeitsdienst, Zollverwaltung, Reich Post and Reichsbahn. In the business unit of the Upper Land Councils, the formation of special rich-owned services is excluded. Following this basic regulation, I therefore agree, with the repeal of all the derogating provisions which have been passed so far, that the management of all administrative operations, apart from the exceptions mentioned above, is solely the responsibility of the Upper Land Councils.
