I would also like to repeat to you my view, which I expressed to Mr Mansfeld, that Mr Wilhelmi, despite his best will, is not fully up to the requirements that he is currently demanding. With reference to the personal qualities which Mr Wilhelmi seems to have, I think it is appropriate for him to transfer equivalent positions in a loyal form to another department. As a successor, I would propose to Mr Sc h r o d e r from your Ministry that, in accordance with the experience gained so far with it, it appears to have all the characteristics necessary for the solution of the rather difficult social and labour questions in the Protectorate. In this context, I should like to point out that it seems appropriate to me to also leave the pay issues in Group X to be dealt with.
