STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 260, sig. 109-4/2
English Translation
15a - 2 - In order to bring the departures to a normal level, as far as possible, the Reichswerke intend to organize after various negotiations with the head of the employment office Goslar and me more closely from 1.1g40 on the supervision and supervision of the follow-up members. By means of Zwivchenschaling technical and advanced supervisory staff, a better supervision of the workers, especially at the enterprise enterprises, is planned, so that the foreigners who are inexperienced with the local working methods, possibly after training, are immediately set up correctly and the employment is prevented. It also provides for ongoing control of wage formation as a means of increasing performance, a stronger approach by interpreters with supervisory powers, control of companies, etc. In close cooperation with the employment offices, the irregular departure is to be more closely controlled and prevented as far as possible. The work discipline is to be raised by the strictest fight against the bumblebee layers (better supervision, fines). In the case of 3 bumble bee layers, milking to Gestapo is to take place and by this for a few weeks in a special camp, which is currently being set up for 2oo persons. In this camp heavy work without payment is required for supervision. I believe that the latter measure, in particular, is not entirely harmless to the Czechs for political reasons, and the penalty may also mean that the punishments will be withdrawn from the Reichswerke as soon as possible after being released from the camp. However, I also believe that a sharper touch on the laborless Czech and even more Polish workers, who threaten to undermine the work discipline, is necessary. In addition to all these measures, it is first and foremost necessary to try to increase the number of German workers in the Reichswerke substantially and as soon as possible. There, more foreign workers than German workers are employed, an addition which must be removed all the more, as the Reichswerke have to move more and more from construction to production and the forces needed to do so have to be removed from the ranks of workers employed in the construction. I intend to submit applications for the creation of German workers at the beginning of next year and I would ask you to support the regrouping to be carried out gradually within the framework of the possibility.I have finally recommended to the Reichswerken that they also do what is only possible under the given circumstances. In case of good will, it would also be possible to eliminate the dissenting moods, such as the overly long reception of food. It is agreed to look for ways to remedy these deficiencies.
