Mr. Under-Secretary of State Dr. von Burgsdorff had instructed me shortly before his departure to prepare a new branch in the authority of the Reichsprotektor, providing for the removal of a number of groups from the divisions and to make them independent. In this context, the groups of justice, education and culture, universities, finance and postal services were considered. I then submitted to him the draft regulation, which proposed an amendment to the Regulation on the structure of 18 September 1940, which took account of the independence of these groups. Mr Sub-Secretary of State then gave me the opportunity to return to this draft and, at the time of a presentation, to inform me that, although the draft regulation would formally reflect what was intended to happen with regard to the division of the groups, the structure of the authority itself resulting from the implementation of these measures seemed so undesirable that it wished to take the opportunity of bringing this matter back to the discussion with you, Head of the Group. The previous division of the authority into a central administration and 4 departments is based on the above-mentioned regulation on the structure of the administration of the Reichsprotector in Bohemia and Moravia of 18 September 1940 - Ordinance No. D. Reichsprot. 1940, p. 425 - which, in turn, is based on § 4 of the Ordinance on the structure of administration, etc. of 1 September 1939 - RGBl. p. 1681 - in which it is said : St. S. I4-4a142
