In the case of a person who is not a member of the family of a Member State other than that of a national of another Member State, the competent authority of the Member State in which he is established shall, in accordance with the procedure laid down in Article 2 of Regulation (EEC) No 1408/71 of the European Parliament and of the Council, take all the necessary measures to ensure that the person concerned has the right to receive the benefit of his family.
