3a) 1.) Locally responsible for issuing a permit is the district police authority in whose district the applicant for a permit has his residence or lack of a place of residence. 2.) Permission certificates may only be issued to persons who are completely free of charge. Jews are generally considered not to be free of objection; however, the status of Jews alone is not opposed to the issuing of a pass-through certificate in cases where the pass-in certificate is demonstrably required for the purpose of emigration by the Protectorate. Before issuing a pass-through certificate, the county police department responsible for its district shall be heard, provided that there are doubts as to the non-reliability of the pass-in applicant. (b) members of the Protectorate of Bohemia and Moravia, a "protector's pleasure" or a citizen's legitimisation; 4.) If the conditions are set out in points 2. and 3.
