84 The Head of Division II Prague, 14 November 1941. Mr. Secretary of State - on Mr. Under-Secretary of State. In agreement with Director General Dr. Adolf, I propose for the occupation of the coal industry in Prague Mr. Hans W i n d mö 1 l e r , Klein Rosseln/Westmark. He has Dr. Adolf and I made a distinguished impression during the joint visit and are a recognized expert in the field of coal management. He could represent in particular in Berlin the period of the Protectorate effectively, because he knows all the relevant personalities of the coal industry and knows the paths to be taken. As Mr Windmöller told me these days, Mr Pleiger recently set him up in Lorraine, because he values him as a particularly good force. I can encourage him to approach Director-General Pleiger as soon as possible to release Mr Windmoeller for Prague. In my view, well-functioning coal management in the protectorate, with its important armaments industry and its weak political conditions, is more important than Mr Windmöller's perception of any industrial activity in Lorraine, and the supply of coal in the Protectorate is increasing. We do not have another man of the format and abilities of Mr. Windmöller available to us; we would then have to resort to a second-ranking man, which would be extremely regrettable and detrimental to the room.
