On your letter of 19 February 1940, I inform you that Dr.Johann Georg S t e m p i a n from Elbogen submitted in November 1939 to the President of the Government in Karlovy Vary the application for membership in the service of the general internal administration. On 6 December the President of the Government already referred him to §3 of the Regulation on training for higher education in the general and internal administration of 29 June l937, after which a seven-month period of training had to be completed at the local court before taking over as a government officer. The rules applicable to the transitional period, according to which Sudeten-German candidates could be appointed directly to the government departments at the courts without prior examination of the period of training, came out of force on 1 October l939. In spite of this teaching, Dr. S t e m p i a n, who has been employed by the district municipal administration in Elbogen since 1 November l939, has maintained his request for immediate acceptance.
