I can no longer hold to the decision made at the time, that the reorganization of the popular German organizations etc. should be carried out by the party, given the sharpening of the situation in Protektorat. I need a non-walled apparatus working according to National Socialist principles also in the popular German organizations. I do not know how the political situation develops. In no case do I wish to make any accusations that, from a minor point of view of formal law, the ethnic German organizations were not as nagged as the popular struggle required. Apart from this, the comparison with the work of the NS in the relevant field would force us to go to the reorganization of the people's German organizations. It is clear to me that this cannot be their task in the personnel occupation of the party. Even for psychological reasons, the party cannot at present impose the hardship necessary for carrying out this task. I therefore order that the task of deputy commissioners for organizations, SS leader S c h r ö d e r , be taken over and please - especially in administrative terms - for the corresponding further cause. $\E1
