It will therefore be necessary, from the point of view of supporting scattered Germanism, both from the facti- cal and psychological standpoints, to appoint a general officer who must be audacious and energetic, for the purposes of reparation at the office of the Lord Reichsprotector. It is advisable to direct these officers directly to the Under-Secretary-General and not to ask for a new force from the Reichsressorts for this purpose, but rather to resort to 46 senior officials who have been employed. If Mr. Oberregierungsrat Dr. V o l c k a r t is not over-burdened, it should be checked whether it can be used. In his competence, the general officer would have to be supported in such a way that both every department in the office of the Lord Reichsprotector and every department of the Protectorate government is obliged to submit files to him, but at least to issue them.
