In the interests of a clear distinction, it is not advisable to use the above terms also for the people who have been admitted from abroad as part of a resettlement operation into the Reich. I have therefore instructed my subordinate departments to state uniformly that the constituencies of the people will in future be resettled. II. resettlement in the sense of the Führer's decree of 7 October 1939 on the consolidation of German ethnicity are: 1. a) People= or Reich Germans who, in the context of the inter-state relocation agreements or an order which I meet as Reich Commissioner for the consolidation of German ethnicity, transfer their residence from the contract= cder to the territory specified in my order into the Reichsgebiet. 1. b) People= or Reich Germans who, without being covered by the inter-state relocation agreements, move their residence to the Reich on the occasion of the relocation, if they are equated by me to the resettlement. 2. People= or Reichsdeutsche, who had their residence in the contract= or in the area mentioned in my order or come from there and were already in the Reichsgebiet at the beginning of the resettlement or in a temporal connection with a resettling action from a third state to enter the Reich area for permanent residence, provided that they are (a) covered by the intergovernmental relocation agreements or (b) assimilated by me to the settlers. Persons who do not meet the above conditions or only partially, if I make them equal to the resettlement in general or in individual cases. 66998
