36 copy. Repatriation Office. Th./Wu.- Berlin W 9, April 22, 139 Potsdamer Str. 22. Circular No. 27//39 to all branches and main offices of the RWA. Subject: Repatriates from the CSR. I. With the establishment of the Protectorate of Bohemia and Moravia, these countries no longer fall into the A0 area. For the people living in the protectorate countries (Old Reichs-German and former People's Germans) the following are now available: 1.) Gau Sudetenland with the newly created circles: Pilsen, Prague, Jitschin, Pardubitz, Olmitz, Nährr. Ostrau. 2.) Gau Bayrische Ostmark: Kreis Strakonitz. 3.) Gau Oberdonau: Kreise Budweis. 4.) Gau Niederdonau : Kreis Iglau und Brünn. The documents of the returnees, which at that time returned from the present protectorate territories after the German Reichbzirück, must be closed and sent to the headquarters in Berlin with a simple reference note. Prior to the closure of these files, a message must be sent to those services which have requested information from the RWA (police, defence, employment offices, etc.) within the meaning of this circular and must now be held in custody. If, in doubt, the branch is unable to identify the gau which is now in charge, the file must be sent to Berlin with a corresponding note for completion. II. The decision whether a returner from abroad, who is responsible for a place of the Protectorate region, is to be regarded as a member of the Reich (German tribe) or a protectorate member (not German tribe) shall be taken by the Reichsprotector in Prague. In order to achieve this decision, the returnee must submit an appropriate request to the Reich Protector. Until the decision is reached, these returnees must be referred to the foreign police. Returnees whose German nationality is completely unquestionable, can be treated as returnees before the decision of the Reichsprotector has been reached. III. Slovakia is to be regarded as a foreign country and remains in the area of the AO. The documents relating to returnees who came back from the former CSR, but from places in the present Slovakia, are to be processed in the usual way.
