69 - 3 - Committees and rings, in so far as there are groups in their production area, are entitled to direct all questions of production splatter and direction directly to them.In the production branches taken over from the Reich Ministry of Economics, the groups, i.e. the organization of the commercial economy, take over the tasks and powers of the committees and rings. The main emphasis has therefore been shifted to the committees and rings, and the enterprises receive the orders of the required persons only on the basis of the occupancy plans of the relevant committees and circles, of the commissioned groups. In line with this transition of the responsibility of all production to the committees and rings, the Reichsstellen and their equivalent steering bodies will soon be relieved of their previous responsibility for the implementation of production and of the control of the management bodies entrusted to them so far. This is to be done in the form of individual decrees for each branch of production. III. Impact on the protectorate. 1. Tasks of the Reichsstellen: With regard to the future competence of the imperial bodies (preparation of the decision on the type and amount of production, the allocation of raw materials and the supply of the civilian population) no changes result from the new regulation for the protectorate. As far as the above-mentioned areas of activity are concerned, it may remain in the current established cooperation between the local supervisory authority and the Reichsstelle.
