Previous regulation. The previous regulation of management and production was based on the assumption that for each production area a steering area (Reichsstelle mit einem Reichsbeauftragte) bears the overall responsibility from the allocation of raw materials to production to the last distribution. To the extent that the size of the commercial economy or market-regulatory groups were given management responsibilities, they exercised them as "management bodies" of the respective management area under the supervision of the steering areas. In accordance with this regulation, which has been in force in the other Reichsgebiet since the autumn of 1942, the responsibilities of all steering areas in the Protectorate were exercised by the supervisory body of the Ministry of Economic Affairs and Labour in accordance with the agreement of Preeident Kehrl in the Reichswirtschaftsministerium. The monitoring body was therefore in the same way as the steering areas in the other Reichsgebiet in the Protectorate for all steering areas for the overall course of management from the raw material allocation, the orders to be issued, the control of production to the last distribution.
