1.09 Establishment of an authorised representative for the Protectorate. By the decree of the Führer on the second four-year plan (RGBl. 1936 I p.887), extensive powers were transferred to the Reichsmarschall of the Great German Reich, which are subject to a right of instruction vis-à-vis all state authorities and the departments of the Party and the Wehrmacht. Its territorial scope has now been extended to the entire territory of the Great German Empire, including the Protectorate. As the war intensified, the Reichsmarschall's general authorized officers were appointed, who were allowed to carry out the arms program in areas with extensive powers. Thus Reichsminister Speer was appointed as the authorized general for arms tasks in the four-year plan and Gauleiter Sauckel as the authorised general for employment. The activities of the authorized General extend explicitly to the territory of the Protectorate. The increasing increase in the volume of industrial production in general and the exceptionally strong conversion of the consumer goods sector to purely armaments production, which is largely the case. in the near future, the leadership of the Protectorate present a plethora of problems which can only be solved from here with a view to the particular political situation of this area. In the course of these measures, special requirements are placed on the steering of the labour input, taking into account that the Czechs are largely integrated into the work process in a very weak German management class. It must not be forgotten, however, that in the Protectorate, a people's body that reacts finely to the very instinctive propaganda of torment is still expected to react finely.
