First, Reichsminister S p e r asked which questions of his area of responsibility in the Protectorate were still open and had to be discussed. Minister of State F r a n k replied that today's debate was about the Piherer Decree of 2 September 1943 on the concentration of the war economy, which gave the Reich Ministry of Armor and War Production extended responsibilities in the Protectorate of Bohemia and Moravia. He stressed the importance of achieving agreement on how to proceed in the future. The particular emphasis on the problem was the autonomy of the Protectorate, where the German State Ministry for Bohemia and Moravia had recently been set up as the supreme authority responsible for all government activities in the Protectorates.
