StM Frank, however, immediately took up the principle and the extraordinary scope of the great complex of questions, a brief but very determinedly formulated exchange of views on the political significance of the present and present form of the Protectorate and its relationship with the Reich was relaxed. The Minister of State explained in a very brief form the inevitable effects of the hostile propaganda on the reagents in neutral and friendly foreign countries, especially in the states of the South-East. RM Speer made it clear by his wording that he was convinced of the arguments of StM Frank and responded very directly to the question of the duch leadership, in which he stated that in the way in which his function in Bohemia and Moravia was handled he would direct his measures to the adrěsse of the German Minister of State, so that it could be carried out by his organs. As a result, all instructions are sent to the address of the German Minister of State and - as he has explained - immediately pass them on to his clerk /Minister Bertsch/ without the slightest loss of time. It was thus agreed that the armaments inspector was also responsible for his former role in the former body and Minister Bertsch for his area of activity in the past, with RM Speer not directing this to the Minister of State but to the State Minister in view of the area of responsibility of Minister Bertsche's.- The companies of the Protectorate do not receive direct instructions from the RuK at all, but are translated to some extent by the German Minister of the State, who adopts the protectorate companies as decisions of the Minister for State. - In the technical and production control sector, i.e. in particular Mr Saur's field of work, direct influence on the firms has been applied to the extent to date. These consistent findings have been used to compare 2./ the competence of the Arms Inspector and Department of Economics in the German Ministry of State.
