(b) In so far as groups or groups have been active as management bodies of the steering areas in the other Reichsgebiet, their competence did not extend to Bohemia and Moravia. For the corresponding involvement of the groups and cartels in the Protectorate, the monitoring body was responsible. If the Reichsstellen are released from their responsibility for production and the groups and cartels carry out their production tasks under the supervision of the various main areas of production of the Reich Ministry of Speer, the question arises for the Protectorate, too, according to which the groups or cartels have to carry out production tasks here. The simplest and most expedient regulation would be, in my opinion, that the supervising body retains its current responsibilities in the field of production management and agrees in the same way as before with the Reichsstelle in future with the production areas of the Reich Ministry of Speer. Any other solution must inevitably lead to the elimination of the monitoring body, i.e. the Ministry of Economic Affairs and Labour, as well as the organisation of the industrial economy of the Protectorate, from meaningful participation in the implementation of production tasks. If the production tasks of the groups in the other Reich area are to be carried out uniformly for the whole Reich and the economic groups of the Protectorate mur engaged for the partial production tasks in this area, this means, according to the previous experience, that the legitimate interests of the protectorate economy will probably not be sufficiently taken into account.
